Angler possesses Thunderclap, a strong lightning-elemental spell (which I tried to learn on the 3rd turn but it failed and I didn't want to extend the battle to learn it since I doubt it'll ever be used in this challenge), and he also uses status-inducing attacks. Those are Venom Breath and Bone Dart (damage + confusion). So the inoculations of choice for this battle are status (+Light Bangle or 2x Life Sandals on Rei and Garr).

The Shadow gene will always give 75% status protection. Coupled with a Thorn gene, which has a trait of boosting your offensive stats while also intensifying the support effects of other genes (say, you use a Flame gene which normally makes you immune to fire, but if you add Thorn to it, you'll absorb it), and it will make you 100% immune to status effects. This is important. We don't care much about Venom Breath but if that Bone Dart confuses Ryu, Rei and Garr will be in trouble. Actually, Rei will be fast enough to use a Panacea lol. It'll still be a waste of a turn though.
Rei can have his defensive equipment on, but with a pair of Speed Boots he only needs to cast one Speed spell on himself to become twice as fast as the boss. This permits him to get an EX-turn all the time. Didn't see that coming in a lowest level game? I didn't either tbh. It's a really slow boss though, that explains it.
Yeah, so we want to deal crazy damage here (though I change my mind in the beginning of the battle and drop those attack-enhancing Titan Belts for a +10 boost to defence in the shape of two pairs of High Boots, otherwise a regular physical will kill us, and we don't have any Royal Daggers or Momo to cast Protect), so we put Ryu in front of the attack formation. This increases his attack by 70% which is pretty insane. We also give him some vodka, and have him use Focus twice. I could've also tried to Snap the boss to make him lose some defence, but it rarely connects and I didn't want to make it an awfully long battle.
Still, you can see that the damage I got in the end was more than worth the trouble.
